I believe this picture is still acceptable with 3 stop down-exposure. I'm not sure if my choice of exposure value is right or not, I just like it. I used to have these scenes down-expose by at least 2 stops, as I was educated that night scenes should be, well, "night scenes". I never had skies so blue for a night scene. This was taken hand-held with a zoom set at 16mm.
